Dr. Brisibe is Of Counsel in our Firm. He holds the degree of Bachelor of Laws (LL.B.) with honours from the University of Jos (1990), M.S.S. from the International Space University (1999) and Doctor of Philosophy (Ph.D.) in International law from Leiden University (2006). He was called to the Nigerian Bar in 1991. Dr Brisibe is a member of the Nigerian Bar Association, the International Law Association and the International Institute of Space Law.

His practice encompasses a wide array of issues relating to international law and telecommunications. He advises on aerospace, information technology, telecommunications and cyber activities, including transactional, contracting, regulatory, legislative, institutional, and financing aspects of space-based assets. Dr. Brisibe has counselled proposed LEO and operational GEO communications satellite systems, for fixed and mobile services. He previously led the legal and international co-operation service, at National Space Research and Development Agency of Nigeria. He has served in-house as legal and regulatory counsel with mobile satellite operator Inmarsat (acquired by Viasat 2023), the aeronautical communications consortium SITA, and SES with the hybrid network of GEO and MEO satellites.

Dr Brisibe has been involved with the work of various international organisations, including, International Telecommunication Union; International Civil Aviation Organisation; International Institute for the Unification of Private Law; Permanent Court of Arbitration and Commonwealth Telecommunications Organisation. He was elected Chairman of the Legal Subcommittee - United Nations Committee on the Peaceful Uses of Outer Space, for the biennium 2012 to 2014.
